It shall be unlawful for any person to willfully fail to return any book, pamphlet, record, magazine or other property of any library located within the municipal boundaries within five (5) calendar days after receipt of notice from the library demanding return of such property. For purposes of this Section, any library record showing a notification being sent will be authomatically admissible in any court proceeding without any further action.
