No person shall open or close any fire hydrant or stopcock connected with the water system of the Town of Oro Valley, or lift or remove the covers of any gate valves or shutoffs, or tap into Town water mains or otherwise remove water from the Town water utility system without a permit from the Director of the Town Water Utility, or in violation of conditions of a permit, except in case of fire, and then under the direction of the officers of the fire suppression service provider.
