The Oro Valley Water Utility Commission shall render to the Town Council an annual report on or before April 1st and send additional reports and recommendations as it determines, or as requested by the Town Manager. At a minimum these reports will contain an annual review of the proposed water system capital improvement program, and recommendations to the Town Council of an annual and five (5) year capital budget; and an annual review of the water revenue requirements of the water utilities and recommend to the Town Council rate adjustments as required.
