An applicant for water utility service shall be responsible for the cost of installing all customer piping up to the meter. Where water service is being provided for the first time or to a new customer, the customer shall provide and maintain a private cutoff valve within 18 inches of the meter on the customer’s side of the meter. The Town may install its water meter at the property lines, or at the Town’s option, on the customer’s property. Where the meter or service line location on the customer’s premises is changed at the request of the customer or due to alterations on the customer’s premises, the customer shall provide and have installed at his expense all piping necessary for relocating the meter. The Town, upon approval of the Water Utility Director, may allow moving the meter and/or service line. The customer’s lines or piping must be installed in such a manner as to prevent cross-connection or backflow, and must be done in accordance with all standards as established by the Town.
