It is unlawful for any owner to leave an animal in any location for more than forty-eight (48) hours without providing for that animal’s care and well-being. The requisite intent to abandon for more than forty-eight (48) hours shall be demonstrated by proof that: (A) the owner left the animal in an abode that is not presently occupied; and/or (B) the owner released the animal out of a vehicle onto public or private property without making arrangements for its care.
