In the absence of both the Mayor and the Vice-Mayor, the Council may designate another of its members to serve as Mayor Pro Tempore who shall have all the powers, duties, and responsibilities of the Mayor during such absence. ((O)01-22, 09/19/2001; (O)99-53, )
